Brief Summary Description of Project / Spark:
SPARK develops higher education and entrepreneurship to empower young, ambitious people to lead their fragile and conflict-affected societies into prosperity. SPARK is a dynamic and growing, international not-for-profit development organization with 100+ staff members in 13 countries. SPARK supports entrepreneurs (Scale-Up & Start-Up) and youth (Skill-Up and Match-Up) by providing them with training and proximity coaching so they can build a sustainable economic future, including the development of local ecosystems and educational institutions via carefully selected local partners (localization).
Background
The Umwuga Akazi Programme (funded by EU Burundi), implemented together with Burundian Consortium Partner CREOP-Jeunes, aims to create jobs for youth in Bujumbura, Rumonge and Bururi.

Objective of the baseline study
The objective of this baseline study is to:
Approach and methodology
This baseline study will be conducted within the Inception Phase for Umwuga Akazi Programme, and will be a part of the broader exercise conducted in this phase, namely the Context Analysis & Implementation Strategy.
Therefore, SPARK will organise / facilitate visits & meetings with interviewees, namely programe-stakeholders (see Annex 2: Field visit planning). The selected consultant who will conduct the Baseline Study will be responsible for developing and submitting to SPARK a Baseline Report.
Timeline of the Baseline Study
The tentative high-level timeline proposed is:
Wednesday, June 26th: Start of Assignment
Monday, July 1st: Submission of Baseline Plan
Wednesday, July 3rd: Field visits with SPARK staff
Wednesday, July 17th: Draft Baseline Report Submitted SPARK
Friday, July 26thth: Final Baseline Report Submitted to SPARK (including integration of feedback provided by SPARK to the draft Version)
